The Central Asia Drug Action Programme (CADAP) is financed by the European Union and is in line with the “European Union Drugs Strategy 2005-2012”. The overall objective of CADAP is to facilitate the gradual adoption of EU and international good practices on drug policies and to contribute to the reduction of drug-related problems in five Central Asian countries, namely Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. In its current fifth phase the Programme consists of four components with specific objectives: OCAN (Overall Coordination and Networking), DAMOS (Drug Epidemiology Data Base Collection and Development), TREAT (Treatment Methodologies) and MEDISSA (Media and Dissemination Strategies).
The Centre for Interdisciplinary Addiction Research (ZIS) is responsible for the implementation of TREAT, the component which aims at promoting and supporting the introduction of modern drug addiction treatment methods within the public health system and the prison system in the respective countries. The following activities within the TREAT-Component are designed to achieve this specific objective:
The main aim of this activity is to gain institutional support to maintain and expand treatment for drug users in prison settings on a sustainable basis. Accordingly, the main target group of this activity are the responsible ministries (MoH, MoI, MoJ), other officials and decision-makers. Specific advocacy seminars for these different target groups will be developed and implemented.
In each Central Asian country, one treatment (rehabilitation) centre in the pilot prisons (with the exception of Kyrgyzstan where such a centre has been established under CADAP 4) will be created. Training modules for training of prison and health services staff in areas of screening, assessment, and treatment planning, motivational counselling and cognitive behavioural therapy, opiate substitution treatment and measures for harm reduction will be suggested. In order to ensure the continuum of care to former prison inmates with drug dependence, links with community-based organisations and/or service centres will be identified and established (“Half-Way Houses”). Furthermore, a study tour to EU countries will be organized for selected prison staff.
This activity includes actions related to the establishment of modern and evidence-based treatment units in community settings, such as the creation of one pilot drug treatment unit at a hospital or NGO-based Centre in each Central Asian country. Training modules for the training of health services staff in areas of screening, assessment, and treatment planning, motivational counselling and cognitive behavioural therapy, opioids agonist treatment, prevention of drug use, and measures for harm reduction will be developed. Linkages with international expert groups and EU based organisations will be fostered and a study tour for staff of pilot drug treatment units at Central Asian hospitals will be organised.
The main instrument of this activity will be the introduction of evaluation systems and methods through highly experienced EU-member state experts. In seminars and training sessions they will introduce these methods to their Central Asian colleagues and discuss and develop tailor made and efficient systems for the particular settings in the five beneficiary countries. In order to secure sustainability and foster ownership-based and inter-institutional learning, the training materials and reports will be made accessible to all relevant partners in the beneficiary countries and translated into the local languages.
